Trump asked her to go up and speak, as he was introducing people to acknowledge them
He gave many of them an opportunity to speak. and did this to acknowledge whitmer

I've noticed that Trump likes to praise and "butter-up" some pretty bad leaders, saying how great they are, and that he has a great relationship with them, and so forth. These leaders include such notable villains as Xi Jinping of China, Kim Jong-Un of North Korea, Vladimir Putin of Russia, Gretchen Whitmer of Michigan, etc.
I think that's just one of the tools Trump uses, when he's doing "The Art of the Deal" on them, when he's trying to get their cooperation in some important matter.
