This should have been done a long time ago. The regulation for English proficiency was always about safety, not discrimination. Believe me - you would would be amazed at the number of foreign drivers who cannot communicate in English. They will hand you their phone with Google Translate opened.

Most have no idea where the destination drop off point is. So use their phones for directions and end up in residential areas.

Needs to be more than just reading signs. I am in the business and they can’t even communicate about repairs that need to be done to their trucks. Mainly safety repairs. They try to dodge doing it correctly to make the vehicle safe because they do not understand DOT regulations.
Which causes shops like mine to turn down even working on it at all or it creates a liability for us because they could not explain the whole story and there are other safety issues they do not tell us or cannot tell us because they do not speak English.
Not having a fair understanding of English is a huge huge safety issue in many aspects, not just reading signs...
My son is a semi operator. It’s a lot more than just being a driver.

He’s American and drug free.
He had a bad crash last year when he rolled a truck while evading a school bus that pulled out right in front of him.
The State Trooper on the scene told him that they would normally drive him for a drug test but he could just go tomorrow whenever he felt like it.
It was a hero move not a crash.
