There was rampant cheating in welfare benefits in San Diego. Some scammers would pick up benefits 5 times for each "payday". The system was updated to require a thumbprint to collect the benefits. Any attempt to collect more than once would be detected...and it worked. A massive decrease in payouts. There is certainly a place for biometric id. Taxpayer funded "assistance" is clearly a reasonable use.

I've had to submit fingerprints for my DoD security clearance and concealed carry permit. No big deal considering the circumstances. Getting a CAC card also requires a thumbprint that gets encoded as a biometric attribute. I've had one PIN lockout on my CAC. It took 40 minutes for the local office to accomplish the 80% match between my thumbprint and the value on the card. An incentive to not repeat that mistake.

There is another place where fingerprints are demanded. Making an application for an ATF tax stamp for NFA items.
