Lol, yeah, those contracts are called “IDIQ” which has become the bid of choice for contractors making it easier for contracting people but are the most expensive. Whatever can possibly be justified as IDIQ is made that way, regardless of the task or deliverable. The contractors know where the money is—time and loads of attached contract personnel. Unnecessary federal employees are a relative drop in the bucket.

the firms involved are going to have to grade themselves on how well they are utilizing the taxpayer dollars they receive, something sure to result in many infuriating, if also hilarious, disclosures about the ways in which the Swamp Creatures are wasting taxpayer dollars.

Consultants should have submit a pre-contract time assessment for a project, and allowed whatever information they need to collect to make that assessment. Then their contract should be for their fixed price based on that assessment. If the contract is accepted then that fixed price is all they should be paid, and if it takes longer than they figured it would take, they eat the cost of that additional time themselves.

HOWVER payment for that fixed priced contract should not be made based on “time spent” but on benchmarks established for the project in the beginning. Payment should be made only in some portion agreed on for each benchmark, but final payment not made until the project is SUCCESSFULLY concluded. That “success” must be as stated objectives agreed to at the start of the contract. The consultant could keep working for nothing until that final success, if all prior benchmarks and benchmark payments had been met. Altogether under no circumstances should the consultant be paid more than the fixed price agreed to at the start.

There are some companies who have solved this problem, though on the face of it it may not seem so.

The fixed price agreements they have made is for some IT business consulting outfit (like a branch of IBM, for example) to replace the company’s entire IT department(s) and over the course of an agreed on time, modernize and maintain all their systems, with certain stated goals and objectives agreed to from the start. One price and no more IT personnel of their own (and all their employee benefits).

My experience working as a contractor for the Feds is that we were at least 30% cheaper than our civil service replacements. So be careful what you wish for.

The answer is to cut civil service positions, which will require Trump to get his budget this summer. I am hopeful but not optimistic that he will succeed; too many squishy Repubs.
