professional police officers do not and should not be the boss, just enforcing the rules equally and doing only what is needed to get the job done. badassery tends to break laws and bend rules creating problems on both sides.

The problem with what you're saying is that there's a complete loss in law and order in certain "no-go" zones in major cities.

I had an Uber driver tell me about her career with the NYPD in Brooklyn. She said she was shot three different times, the last one almost took her. I learned that she was a really interesting lady (apart from being a cop) and being an NYPD cop could be tough duty and the pension must be a monster to keep coming back after getting shot the second time.
There is a huge demand for experienced LEOS around the country and even with federal law enforcement agencies in NYC if they choose to stay and live there. They can do better in pay and also have much better work conditions.
