The “privat contractors” will turn out to be the employees and officers of the environment groups.
They do this crap here all the time - buyout farms, ranches “for the environment” and then take up residence on the land…and tell everyone else to live in high density apartments.

When Congress created Point Reyes National Seashore in 1962, ranchers voluntarily sold their land to the federal government under one condition: they could keep ranching. Did the ranchers get this in writing?
IANAL, but can the case be made that by denying leases, the gov. is in breach of contract? It would serve them right to have to give the land back to the original owners.
The Federal gov't already owns more land than they can maintain. It's not now and will never be a park if they run cattle on it...
