I think everybody agrees that they don’t want boots on the ground, and don’t want to foot the bill.
Europe doesn’t want to do it, America doesn’t, Turkey doesn’t. The ONLY country flooding Ukraine with cannon fodder is Russia. If Russia wasn’t doing it, there’d be no war.

Russia told Ukraine in spring 2922, even if it surrendered, between 5 and 15 MILLION Ukrainians would be subjected to collective punishment... For the crime of saying “no thanks” to Russification.
His country already gave up nukes in return for lasting peace with Russia and Europe. It already said no to NATO.
Zelensky even went on TV in March 2022 to reconfirm for the eleven billionth time, the NATO veto plus its decision not to join NATO. Russia’s response was the butchery in Mariupol and Bucha.
How many more times can Ukraine be forced to agree to impossible conditions that are being set up to fail, to secure deals that further undermine its security, just to appease Moscow or Washington in the short term?
Ukraine, last week, was being ordered to give up $500bn that it doesn’t even have, to compensate America for only $100bn of expenditure ON Ukraine.
$250bn of the missing dough is STILL in American company hands and has never been touched by Ukrainian hands. Zelensky had every right to reject last week’s attempt at extortion.
He refuses to acknowledge that he’s at the point now of having to “sue for peace”.

Ultimately, Putin will be deterred by common logic, economic reasons, and ability to control future Uke leaders to stop his armies at the Dnieper. He has gazillions of tons of REE and other strategic commodities to trade with the West. No need to fight further.
