CHARLEROI, Pa. — The owner of a Charleroi staffing agency pleaded guilty Monday to multiple charges after officials said he harbored illegal aliens for financial gain.
In a release from the Acting U.S. Attorney for the Western Pennsylvania District's office, 28-year-old Andy Ha pleaded guilty after officials said he harbored illegal aliens for financial gain and failed to pay more than $3 million in employment taxes.
From Sept. 2022 to April 2024, the release said, Ha owned a temporary staffing agency called Prosperity Services Inc. The agency provided workers to companies in the Charleroi, Pennsylvania area.
As part of the business, the staffing agency owner paid for more than 25 workers who were not legally authorized to work in the United States, the release said. He paid the workers to stay in a former hotel and paid for business vans to take them to and from work.
Ha also provided Prosperity’s tax return preparer with spreadsheets listing only workers who were legally authorized to be and work in the United States.
"That information, in turn, was reflected on the company’s quarterly employment tax returns, representing less than 10% of the actual total number of workers employed by Prosperity," the release stated. "Ha then also signed those returns, knowing them to be false and causing a tax loss of at least $3.1 million."

Remember when the "eating the dogs and cats" outrage was going on and a former WSJ went to Ohio and found an employment agency or landlord that was doing something similar? I bet it is happening in every mid-sized to large city nationwide.
Human trafficking should carry a death sentence.
I bet you it is going on in EVERY city small or large till they get prosecuted. Start arresting folks and make it front page news and this will stop.
Now we’re getting somewhere - I’m pretty sure these employment agencies employ workers that clean offices.
Charleroi, PA was big in the news last October for all the Haitian immigrants changing the town for the worse.
I had a granddaughter who lived in next-door Monessen about 12 years ago. I find it hard to believe that Charleroi could have possibly changed “for the worse!”
