Federal employee retirements are processed using paper, by hand, in an old limestone mine in Pennsylvania. 700+ mine workers operate 230 feet underground to process ~10,000 applications per month, which are stored in manila envelopes and cardboard boxes. The retirement process takes multiple months.

Yup—it looks like Elon found the retirement system.
His description is totally accurate—takes more than a month to process the paperwork—and yeah it is literally paperwork sent by snail mail.

Even in 1950s-1960s, we were starting to use mainframe computers. Or at least, that's what the corporations used.
So we are still doing what we did during WWII.
Almost 100 years ago.

I learned my first computer language Fortran, on a Univac computer at Michigan Technological University in Houghton, MI. The U.P. The mainframe Computer occupied two air-conditioned floors of the EERC building. We programmed with punch cards. It was a wild time. Anyone remember Byte magazine?
