Ultimately, the executive branch can decide what agencies exist and how many staff those agencies.
The legislative branch appropriates money.
It can appropriate all it wants, but the executive decides if it is spent.
All the legislative branch has is oversight of the executive branch and it really only has one tool in that tool box which is impeachment.
Impeachment is the most impotent tool one can employ as no POTUS has ever been convicted.
Impeachment is simply political hammer and it appears the more you impeach someone the greater chance they have to be reelected.
Trump should ignore this meddling judge. What’s he going to do if Trump continues doing things that are under the purview of the executive branch, go to Trump’s Justice Department? Good luck with that.
This judge has no authority over the executive branch, auditing and taking action inside an executive branch agency. Ignore him.
USAID, that corrupt CIA entity that has funded 100% of the left in their effort to kill traditional America is over.
It has been folded into the State Department.
It’s gone.

This is their union contract at work.
Under that contract they can be reassigned (detailed) to any new station with no notice—and they must report or be fired.
President Trump just needs to declare their new work station to be igloos in Antarctica with no Internet or phone service—give them twenty fours to show up there—and if they do not they are legally fired.
In addition under any reorganization or closing of any function or department there may be notice requirements—but those are very limited.
That is probably why the judge used the “limited” language.
This is going to end with the employees and 98% of AID gone in a few weeks at most.
It is all over but the screaming and wailing.

Notwithstanding the ignorant foot stomping by some, the Judge is going to address and if called for afford some level of due process that is (obviously) part of the Federal collective bargaining agreement for USAID employees. There’s probably multiple bargaining units.
Once due process is afforded, things continue on.
Btw all of these types of issues were addressed during the Clinton administration.
He had major reorganizations of several departments and Republicans and the government employee unions took cases to court.
At the end of the day the courts ruled Clinton could do as we wished as long as he followed the union contract.
They also ruled that federal managers (not covered by the union contract) had no protection at all.
That was a lot of managers who were left out in the cold—because anyone who supervised and directed other employees—no matter how few—could not be covered by the union contract.
Employees were given something like sixty days notice during which they could apply for other federal jobs if they were available. Since some agencies Clinton liked were staffing up many federal employees found a safe place to land.
Since President Trump will have a hiring freeze in place the employees are out of luck this time.
If you’re referring to Clinton’s Federal Workforce Restructuring Act (wow 30? years ago!) - those were “simpler” times - and government was very different. Those were the days - LOL!
I wish President Trump success on government efficiency and reduction.
Judge Nichols, we did not elect YOU president ! Nobody elected this judge to ANYTHING. Get out of the way, you tyrant. Are we going to have hundreds of federal district court judges running the USA?
