Crime and espionage, yes, treason no.
No matter how often used, treason is one crime specifically defined in the Constitution; making war against the United States or giving aid and comfort to its enemies. Neither China nor Russia has been an ‘enemy’ since we’ve never been officially at war with either. The Rosenbergs were executed for espionage, not treason.

When did Milley make war against the U.S. or give aid and comfort to its enemies? He may well be guilty of crimes, serious crimes, but not treason. When we signed peace treaties with Japan, Germany, Hungary, Romania, Italy, and Bulgaria, we ceased having enemies.
The Founders were careful to very tightly construct the definition of ‘treason’ because of their knowledge of its apparently limitless definition in England. Sleep with the king’s future wife, be drawn and quartered.

If the FBI and DoJ had spent less time spying on Catholics, Pro-Lifers, and parents at School Board meetings, they would have had time to aggressively surveil and arrest Chinese spying on the US.
The Chinese are so brazen they are using boats to transport groups of Chinese spies between the Northern Marianna Islands and Guam (both US Territories in the Pacific) to spy on the Ballistic Missile Defense tests being conducted in sovereign US territory.
Now the Chinese are penetrating the Federal Reserve, one of the key financial entities overseeing the American economy. The Federal Reserve spy case was unprecedented in espionage history, but makes perfect sense after the spy ring was broken up.

Any American in a sensitive field makes regular trips to China, or is hired part time by some Chinese entity such as a college or business as a consultant, is probably spying for them or being a lobbyist for them, probably both.
BTW, Jimmy Carter visited China almost every year from the 1990s on. Just saying.
