Many years ago a democrat senator, William Proxmire of Wisconsin, would come up with an annual “Golden Fleece Award,” identifying this kind of wasteful spending and holding it up to public ridicule. As far as I know, the tradition disappeared when he retired.

My wife and I listened to the "all spending functions come from congress, not the president", so we did a little math. If you average out all federal spending equally across congress, each congress critter is the fiduciary for $850,000,000,000 in spending. Uhmmmm......those checkbooks need to be taken away from those kind of crazy old folks.

Imagine hiring someone that can't make their own car loan payments, or even keep their utilities on, to manage $850 Billion in spending (and that's just their individual share).

To use an Obama phrase, "It's time to fundamentally transform our federal government".

Although these grants are symbolic of government waste, eliminating the grants has no meaningful impact on the budget deficit and national debt. On the other hand, a million dollars here and there adds up to billions of dollars of waste.

Even federal grants to states and localities to accomplish good things are wasteful. Why? Because if the local government funded its own programs, there would have to be only one bureaucracy to supervise the spending. When it is done by federal grant, you have federal, state and probably local bureaucracies that have to be staffed and funded to accomplish the task. And the federales will be able to prescribe how the task is performed, even if the States and localities have different priorities. Finally, as MIlton Friedman observed, if you pay for your own stuff you are more careful with the money.
