The United Kingdom has confirmed that one of its Royal Navy nuclear-powered submarines surfaced close to the Yantar, a notorious Russian spy ship late last year, to make it clear it was being observed. The revelation came as the Royal Navy was once again closely tracking the Russian ship after it returned to British waters. According to the U.K. defense secretary, the Yantar has, in recent months, been “mapping the U.K.’s critical underwater infrastructure,” at a time when NATO, in general, is increasingly concerned about apparent sabotage to undersea cables.
The Yantar was sailing in British waters in November last year, during which time U.K. Defense Secretary John Healey said it had been “detected loitering over U.K. critical undersea infrastructure.”
Interestingly, Healey disclosed that a Royal Navy submarine was among the assets tasked with shadowing the Yantar when it was in British waters back in November. The defense secretary said that warships and patrol aircraft were also involved in tracking the Russian vessel.
At one point, the submarine surfaced close to the Yantar “to make clear that we had been covertly monitoring its every move,” he said.

Cute, but the message it actually sounds is that you don’t have the guts to actually do anything. The British navy has long past the days when they could frighten anybody.

GPT says a country’s territorial waters extend out 12 miles from a shore. Other country ships can traverse these waters but must have explicit permission.
The article when it refers to UK waters seems to be talking about the EEZ. Exclusive Economic Zone. 200 miles out.
Ships may traverse these waters at will. They are international waters but exploiting natural resources, mineral or fishing, is exclusive to the country in question.
As best I can tell from the details, this Russian ship was always in international waters and there is no mention of it catching fish. It can do what it wants out there.
Big deal. Both sides have been watching each others spy boats for decades, and both sides know it. It’s almost like a bad joke it’s so well known.

Right, loose lips sink ships, but I was privy to UK "surveyors" from fifty years ago.
That, and the fact that the Royal Navy lacks the patrol frigates to do the job. Dropping trow by surfacing an attack sub is a pretty desperate act.

High-tech spy vessel carries cable-cutting gear, mini-subs
U.S. intelligence ships, aircraft, and satellites are closely watching a Russian military vessel in the Atlantic that has been sailing near a U.S. nuclear missile submarine base and underwater transit routes, according to Pentagon officials.
The Russian research ship Yantar has been tracked from the northern Atlantic near Canada since late August as it makes its way south toward Cuba.

How close?
A well placed torpedo would solve this problem.

At one time, the UK had the largest navy in the world, now its almost non-existent.
