A criminal mind won't care.
A criminal will continue to offend, and future crimes can be prosecuted. Criminals like Hunter Biden are certain to commit other crimes, and prior pardons won't count to sve him. Cheney and Kinzinger don't count anymore and are irrelevant to the country, but, what they did will continue to deter them from being pains in the rear, since they've been stained as criminals without official convictions.
