I think Pompeo as Secretary of State was best described as loyal but far from a Trump loyalist
Pompo is one of the Washington institutionalist who first instinct is to protect and serve Washington political institutions ( for the good of the country in his mind)
Problem is Washington institutions have become corrupt and dysfunctional.
They all need to be reformed and some need to be torn down and eliminated.
