Why not? Usually if a candidate has a good lead, they hit other states and it can help with down ballot candidates.
A waste of time, I think not.
Trump is showing the many conservatives in CA they are not forgotten, and he is shoring up support for the down ballot races.

why is Trump wasting time in Cali?
The Tale of Two Shoe Salesmen: Picture two shoe salesmen dispatched to Africa, both tasked with the same mission: to evaluate the viability of selling shoes in this region. The first salesman lands in Africa, surveys the local population, and hastily concludes that it’s a lackluster market. His rationale? “Nobody wears shoes,” he reports back to headquarters.
Conversely, the second salesman arrives with a distinct outlook. He takes in the same sight of barefoot locals but reaches out to the corporate office with zeal. “I’m staying here,” he affirms, “Send crates upon crates of shoes. The market is brimming with potential.”
Does that explain it?
Campaign thinks he’s in good shape in the 7 crucial states.
Possible reasons; enables him to:
1. Campaign in Rat states to help “down ticket” candidates. This would yield a Congress capable of actually implementing his agenda rather than talk about it.
2. Reduce the popular vote difference. If he actually won the popular vote, then criticism of the electoral college would lessen.
3. Maybe his internals show he has a shot at carrying the state. If so the Ratlanders must spend time and money in places they were planning to do so.
