I am not old enough to know this for a fact, but the Army may have only required Eisenhower to wear his top three awards. The Navy still allows you to wear only your top three ribbons on a working uniform, although I have never found anything in the Regs that specially allowed it; it was a general practice, especially among officers.

That said, Eisenhower won a World War and received only 10 medals from the Army, including only 1 Legion of Merit. Milley lost a war as the Nation's top General, and he has 20 Medals and Ribbons from the Army, including 3 Legions of Merit. Included in Milley's stack are ribbons that do not have an associated medal.

As far as I can tell, Eisenhower typically only wore 3 -5 ribbons on his working uniform; when he was photographed wearing his entire stack, including the foreign medals authorized for wear by the Army, he had a stack of 30 medals and ribbons.

Both men were predominately Staff Officers. In the modern military, staff officers receive awards from every general they serve or serviced. In the '70s or '80s, the Army and the Air Force began giving out ribbons like candy. I guess they saw them as motivational tools. It was a running joke in the Navy and Marine Corps.

From a modern perspective, look at General Dunford's (USMC) uniform and stack. Dunford preceded Milley as Head of the Joint Chiefs. On Dunford's uniform, there are two very noticeable awards. You will see a Bronze Star with a "V" for valor, and down a few rows is a Combat Action Ribbon. Marines cherish their CAR. Getting a Bronze Star is not easy in the Corps, to get one with a "V" you had to have done something of valor in Combat.

No offense to the Army; they have many amazing warriors and heroes from the last war, but they gave officers Bronze Stars for keeping the toilets clean in the rear. I am unsure of the rules for a Combat Infantry Badge, but Milley's time in combat was as a Brigade Commander and a General. In the Corps, it was not enough to be in combat; to get a CAR, you had to shoot at the enemy unless you were a Corpsman. During the initial phases of the war, Corpsman and Doctors could earn a Commendation medal with a "V" or a Bronze Star with a "V" and even a Purple Heart, but not rate a CAR because they were to busy saving lives to shoot back.
