It’s one thing to ask God to send forth his angels, but PRAYING to angels is another thing altogether. The Bible says, “Are they not all ministering spirits, sent to minister to the heirs of salvation?”. I know of no instance in the Bible where we are told to pray to an angel. We ARE given the authority to rebuke the devil, who is a fallen angel. Possibly, one could extrapolate that, to include the ability to command angels to go forth, but that’s NOT the same as praying to them. Praying both denotes and connotes an act of petition, asking for assistance of some kind, of God, based on His mercy and lovingkindness, as Creator and our Heavenly Father. As an aside, praying to saints has absolutely no biblical basis whatsoever. Incidentally, saint is just another word for redeemed believers, as evidenced by many instances in the Bible in which letters are addressed to the saints, for example, at Ephesus, etc.
