Well there goes the South for Harris. She’ll have to win all the Rust Belt.
But that is not how disaster aid works. The governor has to request the aid to set things in motion. There is also the issue of logistics getting assistance to where it is most needed. There are responses that the state emergency management also coordinates with outside agencies such as power companies.
