On Wednesday, Russian President Vladimir Putin held a session of the permanent meeting of the Russian Security Council on nuclear deterrence, where he touched upon key issues pertaining to Russia's security.
President Putin outlined plans to update Russia's nuclear doctrine, the Fundamentals of State Policy on Nuclear Deterrence.
The core principle of nuclear weapon use remains the same - they are a last resort to protect sovereignty. However, the changing geopolitical landscape and emerging military threats have required adjustments.
“At the same time, we see that the current military and political situation is changing dynamically, and we are obliged to take this into account, including the emergence of new sources of military threats and risks for Russia and our allies,” he emphasized.
The Russian President noted that Russia reserves the right to use nuclear weapons in case of aggression against Russia and Belarus.
"We reserve the right to use nuclear weapons in the event of aggression against Russia and Belarus, as a member of the Union State. All these issues have been agreed upon with the Belarusian side, with the President of Belarus, including if the enemy, using conventional weapons, creates a critical threat to our sovereignty," Putin said at the meeting.
Clarifications of the foundations of Russia's state policy in the field of nuclear deterrence have been agreed with Belarusian President Alexander Lukashenko as a member of the Union State, President Putin noted.
“I note that all the clarifications are deeply calibrated and commensurate with modern military threats and risks with regard to the Russian Federation,” he said.

I agree. I think Russia is just playing catch-up. I seem to recall Putin saying, on previous occasions, that Russia would never be the first to use nuclear weapons. I think this is one of the “updates” he’s talking about.
The bottom line, this topic wouldn’t even be discussed these days except for our constant screwing around on their border with regime changes, fanning the flames of nazism, jihad, the economy, open stated goals of overthrowing and breaking them into several new countries etc... you name it.
If they did here, what we do there... our government would be losing it’s ever-loving mind.
I just see this as a 65 year old fella saying that if a young guy thinks he can beat him up with fists, he is going to use his 38.
He telling NATO to not get the crazy idea they can send missiles prowling over Russia at will, and think it will stay confined or conventional.

And we talk as if we can do anything we want, including deep strikes into Russia, with nuke capable missiles if possible, and nobody would ever DARE respond against us where we live, conventionally or nuke.
How long would we tolerate Russian supplied, targeted, and directed missiles streaking from Cuba into DC, Barksdale AFB, refineries in Houston etc?
You must have a lot of faith in Russians to think they will watch that inbound missile, and wait till it explodes to see what kind of warhead it was. It’s a fools game... and it does nothing to help ANY normal American in any way.

39% of our population lives within 100 miles of the US coastline.
Nukes underwater could create a radiated tsunami.
Not sure how far inland it would travel.
But this could be accomplished in the Atlantic, gulf and pacific.
I’d rather simply negotiate peace.
The US relied upon Russian rockets to get to space for years... so I guess we just got lucky that they miraculous worked.
Anyway the bigger problem isn’t Russia’s rocket technology, it is the wide open US borders. If drugs can cross by the ton, how do we know weapons haven’t as well.
We have made it possible that weapons could already be here.
