Because Britain is one of our quisling vassal states. Satraps rarely make a move without the OK from their foreign masters.

That is sort of reality, but the US and the UK deny being parties to the conflict. The actions contradict the official fairy tale. This is Washington's proxy war, Ukraine is our client state. The fairy tale is belied by the very apparent chain of command.

An act of war does not create a state of war. A state of war results when the offended nation takes some official action making clear that it considers itself to be in a state of war; for example, for legal purposes Lincoln's declaration of a blockade was found to be the start of the American civil war. Russia desires to avoid a war with NATO, so it has shunned numerous opportunities to consider itself at war with one or more NATO members. Russia has also announced a red line which, if crossed, may change that assessment and result in a state of war.
