At least for now the West recognized an actual Russian red line. There are two others, Ukraine in NATO and NATO formations in Ukraine.

Why would Ukraine need permission from Biden "to allow Ukraine to fire long-range Storm Shadow missiles into Russia?" Those are British missiles provided by the British.
