Yes, although I think you'll also find that there are some local officials in Springfield, Ohio (and elsewhere around the country) who are, as they say, "in on it." "In on it" in the sense that there's money, big money, involved here and that money is getting to where (and to who) it needs to get in order for what we're seeing to be accomplished.

My (adopted) Brother-in-law was arrested in the 70’s for this same offense. He was basically homeless as his real Mom kicked him out, so he was wandering around Indianapolis and saw some dinner sitting by a pond. He approached and grabbed a stick and killed the Geese. He was starting to skin, gut and get it ready for cooking when the Cops showed up. He was arrested and taken to jail, and next day in Court he told the judge he didn’t know it was an offense and just wanted a meal, and the Judge let him go with warning not to do again.
So this does happen!

What bothers me is that if I were to do the same thing, I'd incur thousands of dollars in fines and possible criminal charges from the local Dept. of Wildlife.
