That's an insane assertion on your part. The size of Russia, the 200,000 troops in reserve that Putin could call in to Kursk, but elected to let them continue their rest period; the fact that Zelensky's troops have insufficient air cover and no aircraft of their own; the trapped Ukrainians have problems getting any supplies, are cut off, are likely to never leave Russia; the fact that Russia has aircraft attacking Zelensky's under equipped, exhausted troops - all of it weighs against any thought that Russia has anything to worry about.

If they cannot push back the Ukes they will use low yield tactical munitions over the areas occupied by the Ukes as a matter or spite.

The Russians have time, supply lines, reserves, aircraft, control of the border etc. - They don't want to 'push back' the Ukes; they want to kill them. The Ukes shot at civilians and tried to reach the power plant  - they have been deemed 'terrorists' and the Geneva conventions will not protect them.

The only ones likely to use dirty bombs or attack nuclear power plant(s) are NATO countries, likely MI6 and CIA, which they will then blame on Russia.

No one can tell them no it’s their territory. From that point they would consider using them over Uke contested lands too. Air burst high radiation aka neutron bombs don’t produce large fallout tails it’s all local activation products and dead humans the buildings and infrastructure remains just fine after a few weeks of decay half lives.

They are not nuking anyone - in other countries or in their own. They have reserves coming into rotation and if any Ukes are still alive in about a month, their reserves can handle them.
