I’m thinking some kind of public list.
Employers should have to post a description of the job they want an H1b for into a central published file, including remuneration, benefits, etc. That posting should be public for a certain length of time before they are allowed to apply for the H1b, with Americans having access to the postings and are able to apply.
Nothing is perfect, but the more hoops these oligarchs have to jump through, and the more scrutiny and follow-up, the greater the chances of some Americans being hired first.
Sounds good to me. And that way everyone knows what position the company ended up going outside the country for. They can get some flack if they really didn’t need to. Hopefully get more than that
