The locals are VERY worried about toxic elements leaching out of the broken panels into the soil. I don't know how serious of a concern that is, but many articles have been published the past decade about the enormous volume of waste that will come from decommissioned solar farms. One good article is

But the toxic nature of solar panels makes their environmental impacts worse than just the quantity of waste. Solar panels are delicate and break easily. When they do, they instantly become hazardous, and classified as such, due to their heavy metal contents. Hence, they are classified as hazardous waste. The authors note that this classification carries with it a string of expensive restrictions — hazardous waste can only be transported at designated times and via select routes, etc.
When I was doing field service engineering in industrial and utility plants in the 70s, I worked in a couple of plants that had been disassembled, shipped and reassembled at a new location. Conventional power plants are almost entirely made out of steel which is easily recycled. The value of the glass in used solar panels is zero!

BLM land is federal land and the federal govt is responsible for its care and use. It also sells parcels to the public from time to time. The common uses in the past have been mining and cattle grazing.

'Available for leasing' NEVER EVER MEANS 'will be leased'. As others have pointed out, solar usually loses money if there are no government mandates or subsidies to support it, and that's without the added expense of extending the grid into every nook and cranny of the western US, to get the energy to market.
In short, only small portions of the 31 million acres would ever be developed, under the best of conditions.
