Reagan had a group of outside advisors who met occasionally to critique and offer feedback on his administration’s policies. Once a month I suppose, if that. Art Laffer for example was part of one of those outside groups, although he loved giving the impression that his role was bigger.
I suspect that something like this is what Trump has in mind. Providing an opportunity for Musk to offer his suggestions on a regular basis.
