I’m taking it as one word that can represent two different ideas. Dual meanings to the person using the word, one hidden. One meaning masking the other, a code word.
Like I say, we know their true end goal is communism. But they use the word democracy to mask that true goal. So in their minds it would be a duality in meaning because they absolutely know their own agenda is not democracy and are just using it is a code word.
A duality of democracy. Democracy means one thing to us but something totally different to them.

I agree... But I think it might have been a Freudian slip indicating that her subconscious was telling her she understands two different meanings of the word democracy. A duality. The real meaning and the code meaning. And she was not bright enough or quick enough to block the subconscious. lol
