The Ukranians can safely blow up Kursk II which isn’t operating yet. It has been under construction for six years and is almost finished. It is less than two miles from the operating reactors in the Kursk nuclear power plant.

Both the Ukes and the Russians have first-hand knowledge of dangers that malfunctioning nuke plants represent. If the Ukes wanted to blow up the plant they could have done so with missiles, but that would be nuts.
