Smoking was prohibited in bars in San Francisco starting in 1998.

I don’t think people were still smoking in Tosca in 2004.

I’ve been to that bar, and the then owner Jeannette Etheredge was a smoker who herself smoked cigarettes inside. That was true up until the point when she sold the place like 10 years ago.
