Here in Virginia, we pay a fee for what amounts to standby capacity, if we have solar panels. It is based on a fraction your highest electricity bill for the preceding twelve months. In my case, it comes to less than ten dollars per month and is typically four or five dollars and is almost always absorbed by the net metering credit.

I have NOVEC (in Virginia) and if you have solar panels and generate more than you use, there is only the service fee, that’s the fee you pay per month just for having active service whether or not you have solar panels and whether or not you even use any electricity in a month. It’s currently about $20 a month. This is not absorbed by the net metering credit because it is not a fee for electricity use.
