I think she was having some sort of mental health crisis, which unnerved him, and they were...pushing for a reaction? Seeing how dodgy she was, if she had drugs?
If the stupid cop had said nothing about the stove, she probably wouldn’t have touched the pan. If he’d taken five steps back, he wouldn’t have had to worry about the water. If his brain had computed her cringing down to the floor with her hands up, he wouldn’t have shot her. Bad selection, bad training.
A lot of people that the police encounter are going to be “altered.” On drugs, intoxicated, mentally ill or physically ill - suffering from dementia, stroke, head injury, diabetic crisis. “Altered” usually needs patience, de-escalation, not threat.
“I rebuke you in the name of Jesus.” Maybe she really did see a devil in him.
It looks like she was right.
