Their protocol would be to use the comms.
They could have tried to yell if they suspected the comms were not working, but what if they were getting verbal confirmation the comms were working?
That would have delayed their reaction further.
Total comm sabotage may well never have happened in the entire history of the Secret Service. They would have been in shock at that point....
Because if your comms have been sabotaged you are in deep deep trouble...
