Not quite. You’re on traffic control and you hear on the radio that there’s a bank robbery. You get there just as the robber jumps in the getaway car. You note other departments ignored it. The feds, who had the bank staked out, blame you for letting the robbers get away. That’s what the town cops say is happening. They are telling the feds, we won’t be your scapegoat.
