That is the highest view/vantage point in the area, not counting building’s to the west

This is inexplicable and not forgivable for anything other than this was planned
Why wasn’t at least one officer/agent on THAT roof?
It would seem that if there was a threat going to present itself that it would come from those buildings.
If a threat were concealed in those buildings and came out to start shooting from the ground then the sniper team would be rendered useless because the building would would shield them from sight or engagement while the attackers still would have unhindered access to the assembly.
