CNN is reporting (so take that as you wish) that LEOs questioned the shooter earlier because he was acting “strangely” but then just let him go his way. Apparently, no one was charged with keeping an eye on him.

The red-haired guy (don’t remember his name) said in his interview that he told police that there was a man with a rifle climbing a building. And they did nothing.

The cop found be strange that a guys was walking with an AR and a 12 foot ladder heading to the closest building to the venue. That is strange.
Did they see him carrying binoculars, an AR-15 and an extension ladder?
