Or at least within a couple seconds of him hitting the ground. That's the strangest part of this. For them to have reacted so quickly, they must have had eyes on the shooter before he fired at Trump. This gets more and more suspicious.
When you have an active shooter the priority is immediate incapacitation not taking prisoners
From a practical perspective, shooting a forward facing assassin in the prone position at 150 yds leaves few options other than a head shot
