It happened in the late 70's, early 80's big-time in NY State. Mario Cuomo shut down a bunch of psych centers to save money, and tossed the residents onto the street, claiming they could receive better treatment in the community. We all know that was a bunch of hooey, because a large number of those psych residents ended up in NY State's prison system. I know, because I was working State Corrections at the time. When crime went up, and they needed places to put the newly incarcerated mentally ill, Cuomo turned around and renovated the psych centers he'd closed into prisons. I worked at one of them for most of my 25 year career. When I retired in 2003, they were taking a whole building, and turning it into a place to house all the mentally ill inmates who needed medication dispensed to them. They figured it was easier putting them all on the same side of the prison as the infirmary was, so they wouldn't have to go far, and were easier to control when they went on their med run.

Andrew Cuomo and Hochul shut 6 prisons two years ago, and Hochul is planning on shutting down 6 more this year. Of course they are claiming that crime is down, but we all know that's a bunch of hooey all over again, and it's the same as before, just to save money so the RATS who control the State will have that extra taxpayer money to invest in projects to make their big donors even richer.

I was talking to one of my old co-workers about a week ago. She and her husband were involved in a Teddy-Bear project, and had a table at the DestinyUSA mall in Syracuse, New York. They discovered a table manned by officers from NY State Corrections at the event. They were there to try to get people registered to take the Correctional Officer exam. We couldn't believe they had people doing it, because with these new closures, staff will be bounced around, and demoted based on their seniority standing and whether they hold a permanent or temporary item in one of those closing facilities. The staff at the bottom, mainly the newly hired officers will be bounced out of a job, so why they were recruiting people when they know they will be displacing plenty of other employees was something we couldn't understand.
