The shooter got off a burst before the sniper got him. Actually I think there was one sniper with a tripod and another laying on the roof. Looked like they knew he was there. Scared the crap out of them when the initial shot rang out.

There is so much in that picture before the first shooter took his shot that needs explaining. If they had the shooter in their scope, they certainly knew he had a rifle so what were they waiting for? Was it to allow him to take the kill shot before they dispatched him? That’s the only conclusion I reach.

It’s strange for sure. Needs to be explained. Was a cluster for sure. Was the snipers police swat. Or SS. Is there rules for engagement. Makes no sense when protecting a President that you would not be allowed to take the shot until the killer takes his shot first. Especially if he is in your scope for that long and certainly looks like they were both locked on the shooter.
