I am going with "extremely unlikely to be true" on this one.
If the SWAT guy had such orders, he sure as Hell would not be talking to anybody else about them. If he had such orders and disobeyed them, the FBI would not arrest and interrogate him either. They would simply make him disappear. A "tragic automobile accident, driving while intoxicated" or some such thing.
The "Deep State" is not yet at that level of power and confidence. They still need their actions to have plausible deniability.
People do not want to believe the government is run by evil people. Incompetence is easier to believe than evil intentions.
It seems strange if true. Want to go back and see who this snipers name is. They may not release snipers name at all though.
