Good questions. I think the red hair guy said he was there with a girl. He watched him strap it in his back and climb up. Will have to find video again. I think he said he reached in a window and grabbed it. But how he knew there would be nobody up there is a good question. They said the building was outside the area of the rally. But to leave a roof with a view of stage that close is either a huge mistake or intentionally done. The 2 snipers were both looking that way the whole time.
