The problem with that analysis is two key facts:

(1) Apparently there was at least one SS/police drone that would have seen the shooter. So much for line of sight issues.

(2) The drone intel of a guy on the roof with a gun is more than enough for SS to get President Trump ducking and then off the stage in less than a second.

Somebody in the communications chain wanted President Trump dead.

There are a lot of assumptions being bandied about.

So consider this: If the guy was witnessed first on the building when Trump came out, start a watch.

It likely took a minute or so to get a cops attention. It likely took another minute for any cop to actually “look”. It likely took some time for them to radio into their “command”. Then it took time for command to sift through the information and determine where to direct that information.

Finally, some vague information gets sent out on the “net.”

By the time the snipers even started looking, it was likely seconds before the first shot.

Getting a drone over the guy would have nice, but it would not have sped the process much.

Emergency communication is often inaccurate, and confused. Even with professionals.

I think until the recordings of the radio communications are released, we won’t know. It would not “shock” me to find that the different agencies were not on the same frequencies, and that contributed to the delay in communications.

That's a very real possibility and it needs to looked into very closely. It's really hard to explain how that roof top was left so unsecured that a shooter could climb onto the roof, deploy a rifle and get shots off.

My current default is some bad hand offs between LEO and SS combined with over stretched SS security having to rely too heavily on local police. At this point we have no idea whether the over watch was SS or local LEO. If they were local, there could be a conflict in rules of engagement between local policies and SS polices.

It could be a screw up or bad coordination with local LEO or it could be an inside job by local LEOs

Time will tell.
