Going for a head shoot is a rookie move. I suspect this is another case of deliberate incompetence giving one of the Democrat Party stormtrooper groups like Antifa a clear shot.
They wanted a pasty, Kill Trump, kill the shooter. Plausible deniability established for the media and their Democrat Party bot voters.
