It sounds like a waiting game. The SS sniper has (allegedly) made a statement that he wanted to fire but was told to stand down - apparently until shooter opened fire. A rules-of-engagement mess? But from an LE standpoint would normal cops just rush the building? try to get on roof? yell at shooter? “Hey! What are ou doing?” - “Back away from the firearm!” etc. But sniper had to wait until shooter gets off not just one but at least 3 shots which hit 3 people. It sounds like sa system error and/or plot. It also reminds me of the school shootings where LE waited outside until shooters inside kill a bunch of defenseless students. Madness over (a) not wanting to get sued and/or (2) not wanting charged with murder.

They could have removed Trump from the stage as soon as the shooter was spotted. ROE ie another issue.
