As for the SS, those failures came down from the top. That was a huge crowd and there’s how is it possible that those rooftops were not covered and patrolled. What made him think he could do that? That’s a very perceptive question. It’s one thing for some nut-case without a plan to show up with a gun and get nabbed by the Secret Service trying to sneak past the metal detector, or rushing the stage with a pen knife. This was different. He knew enough to know where he could go to carry out his plan without being detected, which suggest coordination with someone(s) on the inside.
