Some cities and towns have programs to fingerprint children in case they go missing. Many jobs and especially government ones require it. I looked it up and “1 in 3 Americans have been arrested.”

But I narrowly missed it at my first university library job, which said the year after I was hired they required it.

But you’re right, some people get past it.

First Most Wanted John Dillinger used acid to burn the tips of his fingers in late May, 1934.

An alleged Brooklyn killer Hector Ortiz, age 43,on the lam for over a decade tried to fight extradition from the Dominican Republic — mutilated his hands to destroy his fingerprints, police sources said. NY Post.

I had my son fingerprinted when he was small. I’ve been fingerprinted multiple times but have friends who have never been. Quite a few actually. Like women friends who’ve never worked. But now that I think of it, in California I think they take fingerprints to get a drivers license? Who knows! On this press conference they said they were identifying the shooter with biometric information. I looked it up and it includes fingerprints.
