If #4 is correct and the shooter rapid-fired in a panic, then that means it was a conspiracy. Someone trained the dupe, scouted the area, possibly pre-staged the weapons a few days before the rally and then got the dupe to execute the plan.

On the other hand, if reports of someone rope-climbing up the side of the building is true, I would wonder if this person had the upper-body strength to rope-climb up the side of the building while out in the open.

Perhaps the dupe entered the building through the front door (and was perhaps caught on security cameras), while the expert scaled the side of the building to ensure the dupe was in place and ready to go? (And then left...)
