The pictures in the article show men in fatigues on a hike wearing packs that are packed full.

I’d say they are not troops unless you want to consider drug mules as troops.

I think the uniforms are camo fatigues to blend into the surroundings for the drug mules carrying drugs instead of actual troops, there is no need for military troops to be wearing fatigues.

I’m sure we are being invaded I just don’t see a country sending troops into America decked out in real military uniforms but given the Biden Administration anything is possible
