I thought Super Pacs couldn’t give money to presidents. How does this effect Biden? It doesn’t actually “take” money from his campaign.

Also what is meant by “pledged donations?” Are they promises to donate? Like you can pledge $19 a month to Charity X; if you don’t follow through, Charity X has no recourse.
