In 1991 GHWB had such high approval that major Democrats didn’t enter the race because everyone thought it was a foregone conclusion he’d be re-elected.
Consequently only podunk politicians like the Governor from Arkansas ran and he was able to win.

I’ve always thought that the reason Thurgood Marshall retired when he did was that he assumed Bush would be re-elected in 1992 after the Gulf War victory. If he had remained on the Court until his death, Clinton would have picked his successor.
